(AP) ? Asian stock markets rose Wednesday as investors became increasingly convinced that U.S. political leaders will reach a budget deal that avoids a major hit to the world's No. 1 economy. Chinese shares soared on hopes for more stimulus measures.

Negotiations between the White House and the U.S. Congress have been revving up in recent days in order to reach a deal aimed at averting the so-called fiscal cliff, which is a series of sharp government spending cuts and tax increases that begin to kick in Jan. 1 and could cause a recession.

Despite political posturing and a deep divide on critical issues, most analysts think a deal acceptable to both President Barack Obama and congressional Republicans will be cobbled together before the end of the year.

Analysts at DBS Bank Ltd. said that "the US fiscal cliff is viewed as political theatre and not as an imminent threat to the US economy."

"Unlike 2010, both the White House and the Republicans have been careful in communicating that, despite the differences in opinions over how to rein in the fiscal deficit, the door is open for a compromise solution by the end of the year."

Japan's Nikkei 225 index rose 0.1 percent to 9,443.65. Hong Kong's Hang Seng jumped 1.6 percent to 22,143.19. South Korea's Kospi added 0.5 percent to 1,943.85. Australia's S&P/ASX 200 gained 0.4 percent to 4,520.40.

Mainland Chinese shares soared a day after the government pledged to maintain policies intended to strengthen the economy and also expressed a willingness to "fine tune" them and make them more effective.

The Shanghai Composite Index jumped 3.1 percent to 2,036.14 while the smaller Shenzhen Composite Index soared 4.3 percent to 775.58. Infrastructure-related shares posted strong gains. Fujian Cement surged 7.7 percent. Xinjiang Bayi Iron & Steel jumped 4.5 percent.

Chinese leaders have cut interest rates twice since early June and are pumping money into the economy through higher spending by state companies and on building airports and other public works.

"Investors expect the economic outlook to be improving based on recent economic data," said Zhang Yang, an analyst at Sinolink Securities in Shanghai.

Wall Street fell Tuesday as investors waited for developments in the budget talks. The Dow Jones industrial average fell 0.1 percent to close at 12,951.78. The Standard & Poor's 500 index fell 0.2 percent to close at 1,407.05. The Nasdaq composite fell 0.2 percent to 2,996.69.

Investors are also focused on U.S. economic data due for release later in the week. On Friday, U.S. nonfarm payrolls, which are a key gauge of employment, will be released for November. The figures could be distorted by the impact of Superstorm Sandy, which battered much of the eastern seaboard.

There's already evidence the storm had an impact on the U.S. economy. Monday's monthly manufacturing survey from the Institute for Supply Management was far weaker than anticipated.

Benchmark oil for January delivery was up 16 cents to $88.66 per barrel in electronic trading in the New York Mercantile Exchange. The contract fell 59 cents to close at $88.50 per barrel on the Nymex on Tuesday.

In currencies, the euro rose to $1.3103 from $1.3101 late Tuesday in New York. The dollar rose to 82.18 yen from 81.84 yen.

Too often, people with cardiovascular disease assume the medications they take to lower their cholesterol and blood pressure are enough to prevent another heart attack or stroke. But a new study underscores the fact that eating healthfully also counts ? a lot. Healthful eating may not only reduce a person's risk for a new heart attack or stroke, but also lower the risk of dying.

Canadian researchers interviewed nearly 32,000 people from 40 countries with an average age of 66.5 years about their eating habits. All the people in the study, who were already enrolled in two randomized clinical trials, had either established cardiovascular disease or diabetes mellitus with end-organ damage. The participants' food intake was recorded using a food frequency questionnaire that contained 20 food items. Volunteers were asked how often they ate food from various categories during the previous 12 months and were followed for nearly five years.

During the follow-up period, a total of 5,190 cardiovascular events, such as heart attacks or strokes, occurred. But people who had the healthiest diets fared the best. Those who ate a heart-healthy diet had a 35 percent reduction in their risk of death from cardiovascular disease; a 14 percent decrease in their risk for a new heart attack; a 28 percent decrease in their risk for congestive heart failure; and a 19 percent reduction in their risk for stroke.?

A diet was considered heart-healthy if people followed dietary recommendations and consumed more fruits, vegetables, whole grains and nuts and had a higher intake of fish relative to meat, poultry and eggs, according to the researchers. For example, Americans in the study who fared best ate four servings per day of fruits; five servings of vegetables; one serving of nuts or soy protein; and three or more servings of whole grains, amounts that are consistent with current American dietary guidelines.

?

People who had the healthiest diets were more likely to be older (an average of 66.7 years of age) and more active and were less likely to smoke. They also tended to have a lower body mass index and drink more alcohol. (Men drank an average of 1.5 to 2.5 glasses per day and women drank from 0.5 to 1.5 glasses daily.) Older people with cardiovascular disease are "more concerned about their health, so they try harder," said nutritionist and study researcher Mahshid Dehghan of the Population Health Research Institute at McMaster University in Ontario, Canada.

The study findings don't negate the important role medication plays in helping people manage cardiovascular disease. Rather, the findings drive home the fact that overhauling one's diet is equally crucial. "A healthy diet offers a consistent benefit over and above the benefits of taking medication," Dehghan said. "The two go hand in hand."

The study appears today (Dec. 3) in the journal Circulation.

LONDON (Reuters) - He has met murderous warlords, survived death threats and brokered multi-million pound deals on the financial markets. Now the next Archbishop of Canterbury faces what many see as the near impossible task of uniting an Anglican church that risks tearing itself apart over gay marriage and women bishops.

Justin Welby, a self-deprecating figure who called himself "one of the thicker bishops in the Church of England", inherits a bitterly divided institution struggling to find a role in an increasingly secular society.

Seen as a more conservative figure than the outgoing Rowan Williams, Welby was educated at the same elite school as British Prime Minister David Cameron and Prince William, second in line to the throne.

The 56-year-old said on Friday his appointment to a 1,400-year-old post was "astonishing", reflecting a view that he lacks experience after he first became a bishop just a year ago.

Williams, who steps down as spiritual leader of the world's 80 million Anglicans at the end of the year, says his successor needs "the constitution of an ox and the skin of a rhinoceros".

Supporters say Welby's background in the oil industry and in conflict resolution will help an often introspective body divided between more liberal forces in parts of the United States and Britain and conservatives in places like Africa.

Although he comes from the church's evangelical side, a conservative group which emphasizes the Bible's authority, people close to Welby say he has a broad range of views.

METEORIC RISE

Welby's rise up the church hierarchy has been swift - he only became Bishop of Durham, the fourth most senior cleric in England, in October 2011.

While supporting plans to allow women to become bishops, Welby agrees with the church's opposition to gay marriage. However, his public stance on civil partnerships is less clear.

Welby is in no doubt about the size of his task in a church at a crossroads, saying in a sermon in April: "We are divided, often savagely. We are battered. We are weak."

A cartoon in the Daily Telegraph newspaper showed Welby sitting next to U.S. President Barack Obama and Chinese leader Hu Jintao in an office with baying crowds outside. Welby says in the caption: "And you think YOU'VE got a hard job."

Friends say that beneath his English modesty lies a sharp intellect, strong diplomatic skills and a knack for communication that some felt the outgoing Archbishop lacked.

Despite his background in finance, Welby is unafraid to criticize his former industry. He has called the financial markets "anarchic" and has been a probing member of a British parliamentary panel investigating banking standards.

Born in London in 1956, he was educated at top fee-paying Eton College, west of London, and went on to study history and law at Cambridge.

His father's family were German-Jewish immigrants who fled persecution to live in England in the late 19th century.

A "mysterious character", Gavin Welby travelled to the United States and sold whisky during the period of Prohibition, in force from 1920 to 1933, when the sale of alcohol was banned.

There are family links to Britain's Conservative Party, currently in power in a coalition government. Welby is related to Rab Butler, a towering figure in the party's history who held several top ministerial posts.

He worked in finance for French oil company Elf Aquitane and as group treasurer for Britain's Enterprise Oil. Unable to escape "a sense of God calling", he left finance after 11 years to become a priest in the late 1980s.

The death of his first child, Johanna, in a car crash in 1983 brought Welby and his wife Caroline "closer to God", he said in an interview. They went on to have five more children.

Ordained in 1992, he worked as a vicar for seven years before taking the role of a conflict resolution negotiator at Coventry Cathedral, in central England. He travelled to conflict zones including Nigeria and Iraq.

"On three occasions it looked like I was going to get killed. One plan was to shoot me," he said in an interview in July. "I have sat down with murderers. I even liked the bloke, though I knew he had killed tens of thousands of people. And you go away horrified that you like them."

We all know what happens when the imminent threat of a natural disaster is on its way. First we panic, turn on every weather channel known to cable, open multiple tabs on our browsers to follow copious storm trackers, have flashbacks of all those natural disaster movies (I?m looking at you Helen Hunt in Twister), and then? well, we hit the grocery store. If you are anything like me, my over-preparedness resulted in two glorious days of browsing recipes, cooking, and baking. I am a cynic by nature (no pun intended) but somehow found myself following the crowd and stalking up on so much food I could have had a neighborhood block party (or four). I felt a need to make- and eat ? everything, as if the world actually was going to end tomorrow?

But alas, Sandy spared us some monumental destruction (thank you), except for the few pounds we may have added to the scale (white girl problems), but the forced hibernation was a welcome moment of peace amidst the madness. Something about the sound of heavy wind and rain inspired unplugging and putting hands, and minds, to use elsewhere.

I for one am a huge breakfast person. So staying indoors meant staying in pajamas a little longer, making more breakfast than usual, and planning that night?s lunch or dinner before I even finished my last sip of coffee. One of my favorite comfort foods, which brings me back home to Colombia, is the arepa. For those of you who have never had one, it is a corn-flour tortilla of sorts, similar to a Salvadorean pupusa, which is a vehicle for anything and everything you wish. From avocado and cheese (I go for mozarella or queso fresco), to bacon and other forms of cooked pork (shredded always best), an arepa is a versatile, delicious, comforting staple of Colombian cuisine. Using just cornmeal flour and water, the dough becomes dense and easy to mold, rounded out and grilled on a stovetop. My favorite toppings include butter, melted mozzarella, avocado, and a generous pinch of salt and pepper.

At the request of my other hibernating companions, I made a very simple pasta, but one that is packed with flavor and goes best with a full-bodied vin rouge. All you need: good white truffle oil. Bowtie pasta cooked al dente, drizzled with white truffle oil, a little butter, and plenty of salt, pepper and parmesan cheese. A first-class meal right at home. I toasted some pine nuts, and chopped some porcini mushrooms, then covered the whole mixture with more parmesan and some slices of proscuitto ham. Bam, Sandy. For late night snacks, a cheese plate accompanied by marcona almonds, fresh rasberries, fig biscotti and olives, accompanied the merlot to perfection. Every rainstorm needs some solid companions.

The We Love DC crew never seizes to impress me, making, baking, writing away through the storm. Below are some of the recipes, and food porn worthy pictures, of what they made, as well as other hibernation fare provided by our readers. Here?s to surviving Sandy, Foodie Style.

Chicken Pot Pie by Marissa

Marissa: Cold and rainy weather with gusty winds meant that I was craving something hot and in the realm of comfort food. I whipped up a chicken pot pie from America?s Test Kitchen and roasted up some beets for a salad with goat cheese. There was roasted eggplant for another salad, but frankly, most of that was consumed within moments of coming out of the oven. Whoops.

Katie: I made white wine and parsley shrimp over grains with smoked salt broccoli, and also healthy vegetarian nachos with greek yogurt instead of sour cream. White wine shrimp is one of the easiest things ever to make. Here?s the ?recipe?, and it?s generally made from things you probably keep around the house:

You need:
- As many raw, thawed, tail-on shrimp as you want.
- A bottle of white wine, any kind
- garlic
- parsley, fresh or dry
- butter, salted
- salt and pepper
- rice or whole grains mix to put this whole shrimp concoction on top of

Directions:
Pour yourself a glass of wine. Get frying pan. Start with a glug of white wine in the bottom of the pan. Liquid should cover the bottom of the pan but not be too deep. (This is not going to be a very scientific endeavor, folks.) Add a teaspoon of garlic. Add a slab of salted butter. Drink more wine! Add fresh or dried parsley. Add salt and pepper. Reduce a bit, add in raw, shell-off shrimp. I buy mine in bulk at Whole Foods. If shrimp aren?t plump and pink by the time the wine is gone, add more wine. Flip shrimp to other side. Drink more wine. Remove shrimp and mixture from heat when shrimp are cooked. Slide shrimp and herbs out of pan over rice or grain mix. Drink more wine! Great job. You are good at cooking, you little chef you.

Katie?s parsley shrimp over grains

Tom and Tiffany Bridge: Bacon Maple Biscuits from the Smitten Kitchen Cookbook?are pretty much the bees? knees. Bacon, Langdon Wood Bourbon Maple Syrup, a little creamery butter, and some biscuit makings, and you?ve got yourself an awesome breakfast. The hearty beef & barley soup that is a winter favorite is a perfect post-hurricane favorite. An onion, some carrots & celery, softened in a little olive oil, garlic and herbs, to which you add a package of sliced mushrooms and cook until soft, then a bay leaf, a can of tomatoes, and two quarts of beef stock. ?Cut up some stew beef or a sirloin and put it in the pot once the stock heats a bit. ?Let boil, then add half a cup of pearl barley and let simmer for at least 20 minutes or until the barley is soft. Want to add a super twist? A handful of fresh chopped dill to finish it.

And to accompany the food? Copious bottles of red red wine, but also a little recipe from Don.

Don made a Poebelack punch, using @booklessbev?s recipe
- 1 bottle of 750 ml makers
- 20 oz fresh lemon juice
- 20 oz simple syrup
- 20 oz apple cider
- 25 dashes apple bitters
- a few dashes absinthe

Though we didn?t have fresh lemon juice and just used lemonade for it and the syrup. Also did not have absinthe or apple bitters. But apparently this is like horseshoes and hand grenades and close enough does pretty good. If you?re not making it in punch format 750ml is 25oz. So it?s basically 1.25 parts bourbon, 1 part lemon juice, 1 part simple syrup, 1 part apple cider, one dash apple bitters.

NASHVILLE, Tenn. (AP) ? A federal judge on Monday dismissed a case filed by two black men who claimed ABC's "The Bachelor" and "The Bachelorette" discriminated against casting participants of color.

U.S. District Court Judge Aleta Trauger's ruling states that casting decisions by the network and the series' producers are protected by the First Amendment and the case should not continue.

Nathaniel Claybrooks and Christopher Johnson sued the network in April, claiming their bids to appear on "The Bachelor" were never given serious consideration. They claimed the show and its spinoff "The Bachelorette" discriminated against nonwhite participants.

Trauger's ruling calls the plaintiffs' efforts "laudable" but says the lawsuit is aimed at regulating the show's content, which is forbidden under the First Amendment.

"Ultimately, whatever messages 'The Bachelor' and 'The Bachelorette' communicate or are intended to communicate ? whether explicitly, implicitly, intentionally, or otherwise ? the First Amendment protects the right of the producers of these shows to craft and control those messages, based on whatever considerations the producers wish to take into account," Trauger wrote.

ABC lauded the ruling, saying, "We felt from the onset this case was completely without merit and we are pleased the Court has found in our favor."

An email sent to attorney Byron Perkins, who represented Claybrooks and Johnson, was not immediately returned.

At the time of the lawsuit's filing, all of the men given star billing in the first 16 seasons of "The Bachelor" were white. Through seven seasons of "The Bachelorette," two Hispanic contestants were selected winners and the rest were white.

The world's most-played video?game has a brand new world champion.

The Taipei Assassins, a team from Taiwan, has won the "League of Legends" World Championship Finals and the $1 million in prize money that goes with it.

On Saturday, the?Taipei Assassins took on South?Korean team Azubu Frost at Galen Center in Los Angeles. The finals set the two five-man teams against each other in a best-of-five competition that ended when the Taipei Assassins -- the underdogs -- beat Azubu Frost three games to one.?

?These guys --?against all the odds!" said a thrilled?Brandon Beck, CEO and?co-founder of Riot Games, as he awarded?the enormous?Summoner's Cup to the winning team. "They just showed up tonight!"

Launched three years ago, the online?multiplayer PC?game "League of Legends" -- created by Riot Games -- has emerged as an immensely popular game around the world. And it has?shot to popularity especially over the course of the last year.

Back in November 2011,?Riot reported?that the game was pulling in?4.2 million daily active?players and 11.5 million monthly players. But last week, "League of Legends" claimed?the title of "most played video?game in the world" with Riot revealing that it now?pulls in 12 million daily active players and?32 million monthly active players for a total of?1 billion hours of?play time per month.

For comparison, "World of Warcraft"?currently?has 10?million subscribers ?and "FarmVille 2" -- the most popular game on Facebook at the moment -- has?8.5 million daily active users.?

"League of Legends" -- which?is a strategy-heavy game that drops players into a fantasy-themed battle arena?-- is also a highly competitive game that has become immensely popular as an electronic sport (aka eSport).

Tickets to the?Season Two World Finals at the University of Southern California's 10?thousand-seat Galen Center?sold out in just?three days. And on Saturday evening, the USC basketball?arena was packed with cheering fans.?Meanwhile, hundreds of thousands of viewers worldwide watched the games play out online where they?were being broadcast via Twitch.tv ?and Own3D.tv?in 13 different languages.

Azubu Frost and the?Taipei Assassins emerged as the two very best teams in the world after a series of playoff games took place in Los Angeles last week pitting?12 teams?from around the world against each other. Teams arrived in L.A. from?China, Vietnam, Korea, Taiwan, North America, and Europe.

Azubu Frost and the Taipei Assassins?had never faced off before Saturday's event, but Azubu Frost went into the finals heavily favorited to win with announcers?calling it "a David and Goliath match-up."

Azubu Frost hails from Korea, where eSports are immensely popular and teams are known for their dedication and extremely high level of?skill. And Azubu Frost?had?dominated?throughout?the playoffs. They triumphed over North America's?Team SoloMid, winning 2 ?games?to 0. And in the semi-finals, they took down?European?team?Counter Logic Gaming EU 2 games to 1.

The Taipei Assassins found themselves going up against the powerful Korean?team after?surprising?everyone with two upset victories during the playoffs. They beat Korean team?Najin Sword with a 2 to 0 victory. They then took down the?Moscow Five -- a team many had predicted would win the finals -- in a?2 to 1 match-up.?

On Saturday evening with many betting on an Azubu Frost triumph, the Taipei Assassins came out strong and seemed to be ahead early on in the first game. But Azubu Frost came back to win the match, which saw a surprising number of kills -- 54 total. The Taipei Assassins then won the second game and followed that with an?even stronger third game,?forcing Azubu Frost to surrender after?22 minutes.

With momentum on their side and the crowds cheering them on, the?Taipei Assassins sealed their Summoner's Cup win and the million dollar prize?with an aggressive fourth game.

The rise of eSports
"League of Legends,' at its core, is a?competitive team game. It?s a sport. And?like any sport, fans don?t just enjoy playing it, they want to watch the game at the highest level of competition," Beck?told me during an interview before Saturday's finals.

When I asked why he thought?"LoL" had become such a popular eSport, he said, "There are a lot of skills to master and there?s a ton of depth to the experience.?It's also fun to watch for the same reason that any traditional sport might be,?which is you can be in awe of the super human feats at the highest level of play."?

Saturday's World Championship Games brought to a close what has been an exciting season of "League of Legends"?gaming?-- a season in which Riot was far more ambitious with its eSports plans for the game than ever before ...?and things were sometimes?far more complicated than ever before.

"We?re seeing tremendous growth in eSports all over the world," ?Beck said,?though he acknowledged electronic sports have not yet reached the kind of mainstream popularity?in North America that they have in?countries like South Korea.

Beck said that,?with Season 2,?Riot has tried to significantly advance the "League of Legends"?eSports experience for both competitors?and?fans.?For example, last year's?Season 1 "League of Legends" World Championship Finals were held at a far smaller gaming venue?in Sweden and the winners walked away with a?$50,000 prize. This year, Riot decided to bring?the finals?to a major sports arena and blew the winning?prize up to a cool?$1 million.?

Meanwhile, Beck said they are trying to create?broadcast and live spectating experiences?that are approaching the kind of quality and production values?found in?traditional?professional sports. With that in mind, not only were the "League of Legends" finals held before thousands of people in a sports arena, they were broadcast with the kind of well-organized, live play-by-play commentary and analysis one might see during?a pro?football game.

"We hit an inflection point at ?some point between last season and this season where the demand and interest in eSports picked up dramatically," Beck said. "And that,?in our minds, gave us a green light to go really big on realizing this?phenomenal?experience."

And Saturday's event did?seem to go off as smoothly as any event?organizer could have hoped ... though?only after Riot hit a few bumps getting there.

During the playoffs the previous week, Riot ran into technical issues that forced the company to postpone some of the?matches. The earlier games also?drew?accusations that competitors were able to cheat by stealing?glimpses of each other's maps -- all because of the way the competition stage had been laid out.

Riot ended up fining?Azubu Frost $30,000 for its screen watching behavior during the playoffs?and then?carefully redesigned the stage layout to ensure players wouldn't be tempted to peek?during the finals.

"We had a really ambitious set design that we thought would really improve the live spectator experience, but unfortunately it made it a little easier for players to get information they?shouldn't?have access to in the game," Beck said. "We take?responsibility?for creating that temptation and that possibility."

And he added, "I do think that as we sort of break new ground and try to realize our ambitious vision we are going to make some mistakes along the way. But hopefully, overall, we are providing a fantastic experience."

Certainly the enthusiastic crowds at Galen Center?Saturday night seemed thrilled with the World Finals, which offered some truly epic "League of Legends" gaming.

As for the folks at Riot, when I asked Beck what he hoped would ultimately come out?of Saturday's event, he said,?"We want to come away with proof that the notion of?eSports being broadcast to millions and played in front of thousands in a sports arena is not a dream off in the distant future but is today?s reality."

LOS ANGELES (AP) ? Union picketing has brought a temporary halt to second-season production of the NBC reality show "Fashion Star."

About 70 members of the International Alliance of Theatrical Stage Employees picketed the show Saturday at Hollywood Center Studios, prompting producers to cancel a taping and dismiss a studio audience.

IATSE official Vanessa Holtgrew told the Hollywood Reporter the union was striking against the show until a contract is reached.

The union allows members to work on the non-union "Fashion Star," but they get no pension and health benefits without a union contract.

IATSE is fighting to keep a foothold as union-heavy productions like feature films in Los Angeles increasingly give way to productions that tend to be non-union like reality shows.

NBC and the show's three production companies had no immediate comment.

HYDERABAD: The state government on Thursday entrusted the responsibility of protecting government land, especially the tank bed land in the state, to the newly constituted Andhra Pradesh Land Management Authority (APLMA). The state also laid stress on the protection of lakes in GHMC areas. More than fifty lakes in these areas have either been encroached or regularised to realtors after encroachment.

To ensure land allotments are transparent, the government has also decided to make the details of land assignments, including the extent of land and rate of compensation available to the public.

After the recent court cases and CBI probe into land allotments to private parties during the YSR regime, the state government recently constituted an authority replacing the toothless committee. The authority is headed by the chief commissioner of land administration (CCLA) and has principal secretaries of various departments that deal with land as its members. In the land allotment policy announced last month, the government already fixed the land need for various purposes like educational institutions, power plants, hospitals and SEZs, among others. Now for every allotment, a clearance from the Environmental Protection Target Responsibility System (EPTRS) is mandatory.

On Thursday, a GO fixing the responsibilities and powers of the APLMA was issued. As per the GO, there is a ban on change of classification of tank bed land and also on its allotment. The APLMA will protect government land either by fencing or by erecting a compound wall to ensure legal protection of all areas under litigation. It will also take the necessary steps to strengthen the existing land protection cells in the state. The APLMA will establish an online ?Land Bank? where comprehensive information on government land and land allotted to public and private organisations will be posted along with accurate survey maps.

A report published by the World Health Organisation and World Bank last year - "World Report on Disability" - estimated that over one billion people around the world live with a disability, with almost 80% of these living in low-income countries. Health costs associated with living with a disability tend to be higher, with a 50% greater chance of incurring huge health costs, which in many cases can be enough to push people below the poverty line.

The United Nations document "Standard Rules on the Equalization of Opportunities for Persons with Disabilities" outlines how all countries are responsible for the provision of income maintenance for citizens living with a disability to ensure that they can cover their living costs for as long as necessary; though it goes on to say that these benefits should not discourage them from seeking work and should be reduced if income allows for it. Provision of disability benefits available varies widely from country to country; here we look at an example from each continent.

The Americas - Brazil

To qualify for a disability pension in Brazil, citizens must be unable to work as a result of their disability and have contributed for at least a year into the social insurance scheme, though this is unnecessary if disability occurs as the result of a work-related accident. Through the disability pension they receive - thirteen payments made over the year - the equivalent of their total average earnings, or the total amount of the minimum wage if they were a rural worker. The minimum monthly disability pension that can be received is 545 reais (1 US$ = 2.03 reais) - equivalent to the minimum monthly wage - which rises to a monthly maximum of 3691.74 reais. However, to receive disability benefit - a form of social assistance - the amount their family earns in a month must be less than 25% of the legal minimum wage for a person during the same period, which is 136.25 reais; this monthly benefit is 545 reais. Free care is provided by government hospitals in Brazil, however, these are very crowded and to take advantage of the excellent facilities in Brazil?s private hospitals, medical insurance would have to be paid.

Europe - Germany

A disability pension is available in Germany to those with a disability, who are unable to work more than 3 hours each day, but they must have at least five years of contributions to the social security scheme; a partial disability pension is also available for those unable to work more than six hours in a day. The average disability pension in Germany is ?8,850 annually (1 US$ = 0.78 ?), though is determined by previous earnings. A nationwide health insurance scheme allows access to treatment at no cost or a small contribution.

Africa - Kenya

Disability benefit is only available in Kenya if a person is assessed as being incapable of doing any form of work. The amount they receive is a lump sum, which is dependent on the contributions they and their employer have made during their time in work. This payout is equivalent to 60 months of their salary, paid up to a maximum value of 240,000 shillings (1 US$ = 85.1 shillings). Free hospital treatment is provided for some medical conditions in government hospitals and for people not covered by health insurance, they are able to receive free additional treatment if they have made contributions to the National Social Security Fund. If insured they can receive treatment elsewhere, where a refund of up to 396,000 shillings is available annually.

Asia - China

If a person in China is no longer able to work through a disability, they are able to receive 40% of what was their monthly wage through a social insurance scheme. The minimum disability pension that can be received is determined by the government of the local province, county or city and is dependent on the local cost of living. A social insurance fund is able to help cover the costs of medical treatment, providing an amount between 10% and 600% of the local annual wage.

Oceania - Australia

In Australia if you are unable to work as a result of disability, you might be entitled to a disability support pension, which is received fortnightly and depends on your current income and assets, unless you are permanently blind. A single adult over 21 can receive $712 or $536.7 if part of a couple (1 US$ = 0.98 AUD); this does not include an additional $60.6 as a pension supplement to help towards the cost of household essentials. Additional hardship provisions can be made for people in extreme financial difficulty. It is possible to continue to receive the disability support pension once they resume work if their income falls below a threshold. If earning less than $1697.2 as an individual or $2597.6 as a couple in a fortnight they remain eligible for some help, though once fortnightly income rises above $152 and $268 a reduction in payments occurs - equivalent to 50 cents for each dollar earned over the aforementioned amount. Various disability support pensions are also available for those under 21, irrespective of whether they live with their parents or not. If claiming a disability support pension, it is also possible to receive a pharmaceutical allowance to help towards the cost of buying prescription medications. Healthcare in Australia is funded through contribution to their Medicare scheme, but those people with a disability are entitled to greater assistance through this. Carbon nanotubes

Carbon nanotube-based sensors are good at sniffing out all kinds of things, but applying the cylindrical molecules to a substrate has traditionally been a dangerous and unreliable process. Now, researchers at MIT have found a way to avoid the hazardous solvents that are currently used, by compressing commercially available nanotube powders into a pencil lead-shaped material. That allowed them to sketch the material directly onto paper imprinted with gold electrodes (as shown above), then measure the current flowing through the resisting carbon nanotubes -- allowing detection of any gases that stick to the material. It works even if the marks aren't uniform, according to the team, and the tech would open up new avenues to cheaper sensors that would be particularly adroit at detecting rotten fruit or natural gas leaks. ScienceDaily (Oct. 10, 2012) ? In an effort to identify the thousands of John/Jane Doe cold cases in the United States, a Lawrence Livermore National Laboratory researcher and a team of international collaborators have found a multidisciplinary approach to identifying the remains of missing persons.

Using "bomb pulse" radiocarbon analysis developed at Lawrence Livermore, combined with recently developed anthropological analysis and forensic DNA techniques, the researchers were able to identify the remains of a missing child 41 years after the discovery of the body.

In 1968, a child's cranium was recovered from the banks of a northern Canadian river. Initial analysis conducted by investigators, using technology at the time, concluded that the cranium came from the body of a 7-9-year-old child and no identity could be determined. The case went cold and was reopened later.

The cranium underwent reanalysis at the Centre for Forensic Research, Simon Fraser University in Canada, where skull measurements, skeletal ossification, and dental formation indicated an age-at-death of approximately 4 1/2; years old. At Lawrence Livermore, researchers conducted radiocarbon analysis of enamel from two teeth indicated a more precise birth date. Forensic DNA analysis, conducted at Simon Fraser University, indicated the child was a male, and the obtained mitochondrial profile matched a living maternal relative to the presumed missing child.

The multidisciplinary analyses resulted in a legal identification 41 years after the discovery of the remains, highlighting the enormous potential of combining radiocarbon analysis with anthropological and mitochondrial DNA analyses in producing confident personal identifications in forensic cold cases dating to within the last 60 years.

"There are thousands of John Doe and Jane Doe cold cases in the United States," said Livermore scientist Bruce Buchholz, who conducted the radiocarbon analysis in the case. "I believe we could provide birth dates and death dates for many of these cases."

Age determination of unknown human bodies is important in the setting of a crime investigation or a mass disaster, because the age at death, birth date and year of death, as well as gender, can guide investigators to the correct identity among a large number of possible matches.

Using the Laboratory's Center for Accelerator Mass Spectrometry, Buchholz determined that the radioactive carbon-14 produced by above-ground nuclear testing in the 1950s and 1960s remains in the dental enamel, the hardest substance in the body. The radiocarbon analysis shows that dating teeth with the carbon-14 method estimates the birth date within one to two years.

Above-ground testing of nuclear weapons during the Cold War (1955-1963) caused a surge in global levels of carbon-14 (14C), which has been carefully recorded over time. The radiocarbon technique determines the amount of 14C in tooth enamel. Scientists can relate the extensive atmospheric record for 14C to when the tooth was formed and calculate the age of the tooth and its owner.

In forensic cases where teeth are unavailable, the radiocarbon analysis of bone also can provide useful information whether the time of death occurred prior to 1955 or afterward.

In the missing child case, Buchholz determined radiocarbon values for two teeth, which once analyzed showed that that the average of the crown's enamel formation span occurred between 1959 and 1961.

"In a conservative estimate, the carbon-14 value for the crown's enamel would correspond with a birth year between 1958 and 1962," Buchholz said.

In summary, the 14C dates in combination with the age-at-death estimate using anthropological techniques suggest that the child was born between 1958 and 1962 and died between 1963 and 1968.

The research also has implications for the identity of victims in mass graves or mass fatality contexts, where a combined DNA and radiocarbon analysis approach provides the additional benefit of distinguishing between maternal relations.

Besides Livermore and Simon Fraser University, other institutions participating in the research include the Karolinska Institute in Sweden and the British Columbia Institute of Technology.
