Scots begin push to be a nation once again

EDINBURGH (Reuters) - With rousing speeches, patriotic music and support from actor Sean Connery, supporters of independence for Scotland launched a campaign on Friday which they hope will lead to the demise of a 305-year-old union with England and the breakup of Britain.

"This is the beginning of something really special - the beginning of the campaign to restore nationhood to Scotland," Alex Salmond, leader of the Scottish National Party (SNP), told hundreds of supporters in a hall in the capital Edinburgh.

"We want a Scotland that is fairer and more prosperous."

The campaign hopes to tap into a blend of historical rivalry, different political tastes, and a perception that the British parliament in London does not safeguard Scotland's interests to win a referendum in 2014 which would pave the way for full independence two years later.

If successful, the drive could create serious problems for Britain, which comprises England, Scotland and Wales (Britain is in turn part of the United Kingdom which also includes Northern Ireland).

With its kilts and tartans, bagpipes and whisky, Scotland has a distinctive, if romanticised, culture. There has also been darker history of poverty, violence and ill health, notably in the largest city Glasgow, once an engine of the British Empire.

Scotland already has many of the trappings of an independent nation such as its own flag, sports teams, and a history of achievements in science and literature.

Britain's current government, a coalition between the Conservative party and the Liberal Democrat party, is opposed to Scottish independence as is the opposition Labour party. Britain is stronger as a union, they argue, and an independent Scotland might struggle on Europe's fringes.

The SNP's Salmond, speaking in front of a giant screen showing a cloud-flecked blue sky, had no such doubts.

He said his aim was to get one million Scots to sign the "Yes Declaration" before the referendum.

CONNERY SUPPORT

Under a devolved system of government, the Scottish parliament created in 1999 controls health, education and prisons while the British government in London controls everything else including foreign policy and defence.

"If the parliament can run education, why can't we run the economy? And if we can protect our old people why can't we protect ourselves without the obscenity of nuclear weapons?" Salmond told the audience.

The launch event drew on rousing patriotic music and a film showing the country's stunning Highland landscapes, fishermen, universities, and, inevitably, leaping kilt-clad dancers.

It also relied on celebrity endorsement. A message of support was read out from actor Sean Connery, an Edinburgh milkman before he found fame as secret agent James Bond.

Hollywood actor Brian Cox called Scotland's current predicament "centralised servitude" and related how like many Scots, he had become disenchanted by previous Labour governments led by former prime ministers Tony Blair and Gordon Brown.

"The parliament at Westminster can see no further then the end of its own bridge," he said.

Scotland's national poet Liz Lochhead read out a poem focused on English-Scottish rivalry in the 16th Century.

Opinion polls show that around 40 percent of Scottish people are sympathetic to independence, with around 10 percent undecided and the remaining 50 percent opposed. South of the border in England, polls show people are largely apathetic.

Author Harry Reid said the referendum's success may hinge on whether the Labour party, traditionally popular in Scotland, can revive its fortunes.

Scotland is more inclined to vote for the left, whereas English voters have voted in much larger numbers for the right, underscoring a political fault line between north and south.

Although the Conservative party won more votes than any other party at the last British general election in 2010 it won only one parliamentary seat in Scotland.

One joke doing the rounds since two Chinese pandas took up residence in Edinburgh Zoo notes that there are now more pandas in Scotland than Conservative MPs.

DIMINISHED ROLE?

Scotland's preference for a more centre-left brand of politics which favours egalitarianism over the free market is reflected in education policy. In England, students have to pay large tuition fees to attend university, whereas in Scotland such education remains free for Scots.

Reid said disenchanted Labour voters who switched to the SNP in disgust at Labour's support for U.S. foreign policy in Iraq and Afghanistan may yet return to the fold. If they do, Scotland's dreams of independence could evaporate, he said.

"If we're going to get a decent Labour government back in 2015 people might wonder whether they really need independence."

Despite its relatively small population of just over five million, compared to England's population of just over 52 million, there are also fears that a 'yes' vote would diminish Britain's voice on the world stage.

"The rest of the world would be surprised and shocked that the UK was unable to hold together," Professor John Curtice of the University of Strathclyde told Reuters in a phone interview.

Britain would find it harder to maintain its voice at international bodies such as at the U.N. Security Council as well as in European Union decision-making.

There are also questions about whether Britain would be able to keep its nuclear submarine fleet in Scotland, where it now based. And revenues from Scottish North Sea oil remain important to its coffers.

But history runs deep and, symbolically, the independence referendum will be held on the 700th anniversary of the 1314 Battle of Bannockburn when an army commanded by England's King Edward II was defeated by a smaller force led by Robert the Bruce, a source of enduring pride for Scottish patriots.

Scotland and England have shared a monarch since 1603 and have been ruled by one single parliament in London since 1707. The SNP's Salmond has said an independent Scotland would retain Queen Elizabeth II as its monarch.

Florida attracts many retirees. And as baby boomers retire and live longer, healthier lives, it means more drivers 65 or older on Florida's roads. In fact, Florida state officials estimate that by 2030, one in four drivers will be 65 or older. Currently 20 percent of Florida drivers are 65 or older.

That has many traffic safety advocates worried, as a recent study by TRIP, a national transportation research group, found that Florida had the most traffic deaths involving the elderly in the nation. While that is due in part to Florida's significant elderly population, age does not appear to be the only factor; California actually has the most elder drivers in the nation, but fewer fatal car accidents involving elders than Florida. Texas has the highest per capita rate with 10.7 deaths per 100,000 licensed drivers older than 65, compared to 9.87 and 6.9 in Florida and California, respectively.

It isn't clear why Florida and Texas have significantly more traffic deaths for elders than California. Some analysts believe Florida needs alternatives to driving to keep elders mobile, as part of the reason might be that elderly Floridians drive more. In addition, better designed roadways and clear traffic signs might help elderly drivers navigate, as many retirees come from different states and are unfamiliar with Florida's roads.

Another suggestion includes stricter licensing requirements, as well as elder-driving classes.

Florida Department of Transportation's Safe Mobility for Life manager Gail Holley told the Sun Sentinel that she was glad of the variety of suggestions in the study, such as elderly-friendly vehicles. "Older driver safety is about improving quality of life, not just roadways and licensing," she told the Sun Sentinel.

Preventing car accidents involving elders could save younger lives as well. While 271 elderly drivers lost their lives in car accidents on Florida roads in 2011, 503 people of all ages were killed in an accident involving an elderly driver last year.

L.A. OKs ban on plastic bags at checkout

Los Angeles became the largest city in the nation to approve a ban on plastic bags at supermarket checkout lines, handing a hard-fought victory to environmentalists and promising to change the way Angelenos do their grocery shopping.

The City Council voted 13 to 1 to phase out plastic bags over the next 16 months at an estimated 7,500 stores, meaning shoppers will need to bring reusable bags or purchase paper bags for 10 cents each.

The ban came after years of campaigning by clean-water advocates who said it would reduce the amount of trash in landfills, the region's waterways and the ocean. They estimate Californians use 12 billion plastic bags a year and that less than 5% of the state's plastic bags are recycled.

Los Angeles becomes the latest in a string of California cities ? including San Jose, San Francisco and Long Beach ? to ban plastic bags.

Plastic bag bans across California vary in scale, with some applying to all retailers and restaurants, and others covering only supermarkets. Some are silent on paper bags while others, like Los Angeles County's, require markets to charge customers who want to use paper bags.

Officials in some cities with bag bans hail the program as a success.

Santa Monica's plastic bag ban has been in place since September. "There've been no citations necessary to give out," said Josephine Miller, a city environmental analyst. "No stores have gone out of business."

San Francisco approved the state's first plastic bag ban in 2007, applying it only to supermarkets and pharmacies. Since then, officials have moved to expand the bag restrictions, which has drawn a legal challenge.

Despite initial grumbling from customers and business owners, the public has gotten used to bringing their own bags, said David Assmann, a manager in San Francisco's environment department. "I think it's become part of the culture here," he said.

In Los Angeles County, the 10-cent paper bag fee has led to a 94% reduction in the use of those bags, said Jennie R. Romer, founder of plasticbaglaws.org, who has advised cities on the passage of bag laws.

Things went less smoothly in Oakland, which was successfully sued over its ban. That city dropped its measure but will be covered by Alameda County's plastic bag ban starting next year.

Council members in Los Angeles were urged on Wednesday by actressJulia Louis-Dreyfusand an array of environmental groups. As they prepared to approve the ban, city lawmakers called on their counterparts in the state capital to follow suit.

"Let's get the message to Sacramento that it's time to go statewide," said Councilman Ed Reyes, who is pushing an effort to revitalize the Los Angeles River.

The council's decision kicks off a four-month environmental review, followed by what is expected to be routine passage of an ordinance enacting the ban. At that point, larger stores will have six months to stop handing out plastic bags, and smaller markets will have 12 months. After that, retailers would be required to charge 10 cents for each paper bag they provide customers.

As they celebrated their action, council members quietly backed away from a more controversial plan to also ban use of paper grocery bags, first proposed last year by appointees of Mayor Antonio Villaraigosa.

"My hope is that so few paper bags will be used as a result of this measure that the formal ban ? on paper bags may not even be necessary," said Councilman Paul Koretz, who initially had hoped to prohibit paper as well.

Councilman Bernard C. Parks cast the lone opposing vote, saying the city lacked information on potential health hazards from reusable bags.

Employees of plastic bag companies ? many in T-shirts with the message "Don't Kill My Job" ? pleaded unsuccessfully with council members to change course, saying they feared they would soon be unemployed.

An industry group warned that the council's decision will threaten the jobs of 2,000 workers statewide and said it is keeping open the option of filing a legal challenge. "With this bag ban, the city chose to take a simplistic approach that takes away consumer choice instead of pursuing meaningful programs that encourage greater recycling of plastic bags and wraps, while preserving jobs," said Mark Daniels, chairman of the nonprofit American Progressive Bag Alliance.

In East Los Angeles, a community already covered by a county ordinance barring plastic bags, some families are still getting used to the change.

Standing in a crowded parking lot outside El Super grocery store, Veronica Perez used a reusable Trader Joe's bag but found herself longing for plastic. Perez, 32, said plastic bags are preferable for her five-block walk home from the supermarket.

"I wish they could bring them back," said the Boyle Heights resident. "I get that it's better for the environment, but it's a lot to remember ? bringing a reusable bag ? especially if you're in a rush."

At a Vons in Echo Park, inside L.A.'s city limits, the approaching ban was being taken in stride.

Sylvia Esparza, 22, said she already tries not to use plastic and has a drawer full of reusable cloth bags. "So many people use so many plastic bags, and they just get thrown away," she said.

Facebook struggles as lawsuits loom

The stock climbed a dollar on Wednesday, but it is still 16 percent below its IPO price last Friday.

Facebook's?fourth day of trading as public company brought shareholder lawsuits, and an increase in the company's stock price as the fallout continued from the social network's botched initial public offering.

Facebook?Inc.'s stock climbed $1, or 3.2 percent, to close at $32 on Wednesday.

The gain was only a small reprieve for shareholders. The stock's rocky inaugural trading day Friday was followed by a two-day decline. The stock is still trading nearly 16 percent below its $38 IPO price.

The IPO was tarnished Friday morning by a half-hour delay in the trading of?Facebook's?stock, caused by glitches on the Nasdaq Stock Market. It was marred further this week as investors began accusing the banks that arranged the IPO of sharing important information about?Facebook's?business prospects with a select group of clients.

Several shareholders who bought stock in the IPO have filed lawsuits against?Facebook, its executives and Morgan Stanley, the IPO's lead underwriter. At question is whether analysts at the big underwriter investment banks cut their second-quarter and full-year forecasts for?Facebook?just before the IPO, and told only a handful of clients about it.

One suit, filed in U.S. District Court in New York, claims?Facebook's?IPO documents contained untrue statements and omitted important facts, such as a "severe reduction in revenue growth" that?Facebook?was experiencing at the time of the offering. The suit's three plaintiffs, who bought?Facebook?stock on its first day of trading May 18, claim they were damaged in the process.

Morgan Stanley declined to comment.?Facebook?said the lawsuit is without merit.

Another lawsuit, filed in San Mateo County Superior Court in California, holds?Facebook?and underwriters liable, claiming that?Facebook's?IPO documents misled investors. Both suits seek class action status on behalf of investors who bought?Facebook?stock on Friday and lost money.

"No one gets it perfect, as far as saying what the financial results are," said Anthony Michael Sabino, professor at John's University's Peter J. Tobin College of Business. The bottom line, he added, is whether?Facebook?or the underwriter had material information about?Facebook's?finances that was not disclosed publicly.

"At this moment, it's still too early to say," he said. "We don't know enough, but this could turn out to be an issue."

Adding to the day's events,?Facebook?was in talks with the New York Stock Exchange to move its stock from the Nasdaq Stock Market after the botched offering, according to a person familiar with the matter.

The person spoke on the condition of anonymity because they were not authorized to speak publicly. The news of the talks was first reported by Reuters.

NYSE spokesman Rich Adamonis said: "There have been no discussions with?Facebook?regarding switching their listing in light of the events of the last week, nor do we think a discussion along those lines would be appropriate at this time."

A Nasdaq spokesman declined to comment.
