China tells US to stop tweets on Beijing's bad air

BEIJING (AP) ? China told foreign embassies Tuesday to stop publishing their own reports on air quality in the country, escalating its objections to a popular U.S. Embassy Twitter feed that tracks pollution in smoggy Beijing.

Only the Chinese government is authorized to monitor and publish air quality information and data from other sources may not be standardized or rigorous, Wu Xiaoqing, a vice environmental minister, told reporters.

China has long taken issue with the U.S. Embassy's postings of hourly readings of Beijing's air quality on a Twitter feed with more than 19,000 followers since 2008. But its past objections were raised quietly. U.S. consulates in Shanghai and Guangzhou also post readings of the cities' air quality on Twitter.

The Twitter feeds were operating normally Tuesday, and an embassy spokesman in Beijing said the air quality reports were meant to inform Americans living in the three Chinese cities.

In Washington, State Department spokesman Mark Toner said the U.S. had no plans to stop providing the service.

"You know, air pollution, quite frankly, is a problem in many cities and regions in China," he told a news briefing.

The air quality readings in Beijing are based on a single monitoring station within embassy grounds, and pollution levels are rated according to a U.S. Environmental Protection Agency standard that is more stringent than the one used by the Chinese government.

For instance, the U.S. Embassy on Tuesday reported 47 micrograms of fine particulate matter ? particulate matter less than 2.5 micrometers in size, or about 1/30th the width of an average human hair ? in the air and said the level was "unhealthy for sensitive groups." Readings from Beijing Environmental Protection Bureau's 27 monitoring stations ranged between 51 to 79 micrograms but categorized all those levels as "good."

The Beijing government only began reporting PM2.5 earlier this year after long-standing public and international criticism of its lack of transparency about its air quality.

The government appears frustrated that there are now dueling readings for air quality and that the U.S. readings underscore the fact that pollution levels considered unhealthy in the U.S. are classified as good by China.

Wu said it isn't fair to judge Chinese air by American standards because China is a developing country and noted that U.S. environmental guidelines have become more stringent over time.

The standard China uses "takes into account the level of our current stage of development," Wu said.

Wu also said that air quality monitoring by foreign diplomats was inconsistent with the Vienna Convention on Diplomatic Relations and urged diplomats to abide by China's laws and regulations.

It is unclear if other nations monitor and publicize their readings of air quality in Chinese cities, but local Chinese have used the U.S. readings to prod their government into publishing more detailed pollution data.

Later, Chinese Foreign Ministry spokesman Liu Weimin echoed Wu's remarks, saying at a regular press briefing that China objected to the publicity rather than the gathering of the environmental data.

"Of course, if the foreign embassies want to collect air quality information for their own staff or diplomats, I think that is their own matter, but we believe that this type of information should not released to the public," Liu said.

The top environmental official in Shanghai over the weekend also spoke out on the issue, telling local media that an air quality feed launched last month by the U.S. consulate in Shanghai was illegal.

The U.S. Embassy said the air quality monitor in Shanghai measures the air quality in the area around the consulate's office. "The monitor is an unofficial resource for the health of the consulate community," said Richard Buangan, embassy spokesman in Beijing.

China requires concentrations of PM2.5 to be kept below daily averages of 75 micrograms per cubic meter ? more than twice as lenient as the U.S. Environmental Protection Agency's standard of 35 micrograms.

PM2.5 are believed to be a health risk because they can lodge deeply in the lungs, and have been linked to increased cardiovascular and respiratory diseases as well as lung cancer.

Report: Office Leasing Rebounding, Retail Flat | The North Central ...

Leasing of Alachua County?s office space is edging up, while vacancies in retail space are virtually unchanged, according to a report on the first quarter of 2012.

A total of 18,350 square feet of office space and 3,635 square feet of retail were leased in the quarter, according to the report by Coldwell Banker Commercial M.M. Parrish Realtors. Available office and retail space totals 1.57 million square feet.

?The first-quarter results were only a 1.38 percent reduction in the inventory over the previous quarter, but it?s one of the best quarters in the past four years,? says Coldwell Banker Commercial President Beau Beery.

Office leasing rates have held steady in the last three quarters, Beery notes. ?Potential tenants may be seeing current prices as the best they?ll ever find,? he says.

Free rent and moving cost enticements are falling off, the report shows. ?Any deal in 2012 is still going to be one of the best for years to come,? Beery says.

Office listings increased by only half a percent in the last quarter. ?Barring any unforeseen political developments here or internationally, the situation only looks to improve,? Beery says.

While the office-space inventory is decreasing, the retail-space inventory has been roughly the same for the last three quarters, the report shows.

The days-on-market average for retail space has increased to almost 20 months. ?Nearly every grocery-anchored center, lifestyle center and power center in Alachua County has desirable vacant space,? Beery says. ?Unfortunately, retail is tied to discretionary income, but we?re seeing some improvement nationwide.?

While some retail is being leased, an equal amount of new listings are coming on the market. ?The inventory decreased by 16 percent for spaces up to 1,000 square feet, but no other range has been nearly as successful,? Beery says.

Retail pricing has stabilized around $15 to $16 per square foot plus overhead.

1. The Golden Hour

The very act of writing and rewriting your goals, and thinking about them each morning before you start off, will increase your productivity, performance and output by half a percent per week, two percent per month, 26% per year.

3. Plan Every Day in Advance

Step number three is for you to plan every day in advance. The best time to do this is the night before. 4. The Principle of Concentration

By reviewing your performance immediately after every meeting, sales call, and presentation, you will become better and better, faster than you can imagine.

The answers to both of these questions are positive. By reviewing what you did right and what you would do differently next time, you program into your mind a predisposition to be even better the next time out. If you take a few minutes and write down everything you did right and everything you would do differently immediately after a call or presentation, you can double and triple the speed at which you learn and grow and improve in your work.

7. Learn to Appreciate

The final point is to treat everyone you meet like a million dollar customer. Treat every single person, at home and at work, as if they were the most important person in the world. This time last year, SteelSeries showed us a headset and mouse meant for Diablo III, but at E3 2012, the company showed us a bunch of goodies. The highlight is the inaugural SteelSeries cordless offering, aptly named the World of Warcraft wireless mouse, which sports a themed skin and glowing white runes and logo on the palmrest (at least that's the plan, the prototype unit we saw didn't light up). A 3.5mm input resides at the base of each earcup, and the open jack can be used to connect another set of headphones to share your audio with a friend. The headset's priced at $100, while the mouse will retail for $70 and will land on store shelves when Guildwars 2 is released.

Optical Coherence Tomography: Engineers Use Reflected Light To Illuminate Mystery Of Ear Infections

When a person suffers from chronic ear infections the culprit may be a film of bacteria or other microorganisms that builds up behind the eardrum, not unlike dental plaque on unbrushed teeth. Antibiotics are not always effective against this so-called biofilm, so it helps doctors greatly to know whether it is present before prescribing a course of treatment. Whereas conventional scopes aren?t able to see beyond the surface of the eardrum, a team of researchers from the University of Illinois has developed a new tool that can shed some light on the situation.

The device uses a non-invasive imaging system called optical coherence tomography (OCT) to collect high-resolution, three-dimensional tissue images from beams of light sent into the ear canal. The system can scan through the eardrum to any biofilm behind it. The researchers, who liken the process to ultrasound imaging that uses light instead of sonic waves, described their work last week in the online Early Edition of the journal Proceedings of the National Academy of Sciences.

The light scatters and reflects from the tympanic membrane?which separates the external ear from the middle ear?as well as any biofilm that might be behind the membrane. The researchers measure this reflection to determine whether a biofilm is present as well as its thickness and position against the eardrum.

The research team, led by University of Illinois electrical and computer engineering professor Stephen Boppart, tested their ear OCT device at Carle Foundation Hospital in Urbana, Ill. There they scanned patients with diagnosed chronic ear infections, as well as patients with normal ears. The device identified biofilms in all patients with chronic infections, while none of the normal ears showed evidence of biofilms, according to the researchers.

A closer study of ear infections, the most common conditions that pediatricians treat, could lead to a better understanding of the relationship between biofilms and hearing loss. Boppart and his team also plan to adapt their OCT technique to other areas of medicine with the hope that such imaging technology can be useful in diagnosing health problems originating in the eyes, mouth, nose or skin.

Syria bars diplomats, gunships in action

BEIRUT (Reuters) - Syria's government banned 17 Western diplomats and its helicopter gunships pounded rebels in a coastal province on Tuesday as President Bashar al-Assad defied international pressure to halt his campaign to crush the uprising against his rule.

The declaration that ambassadors from the United States, Canada, Turkey and several European countries were unwelcome was retaliation for the expulsion of Syrian envoys from their capitals last week, following the massacre of more than 100 civilians by suspected Assad loyalists.

On the battlefront, rebels fought with government forces backed by helicopter gunships in the heaviest clashes in coastal Latakia province since the revolt against Assad's rule broke out 15 months ago.

The clashes in Latakia province were a rare surge of violence in a province outside Syria's usual trail of bloodshed.

Latakia province is home to several towns inhabited by members of the minority Alawite sect, a Shi'ite offshoot to which Assad himself belongs and which has been wary of the mostly Sunni-led uprising.

The British-based Syrian Observatory for Human Rights said the fighting was in mostly Sunni areas in and around the city of Haffeh.

It was the second day of combat since the rebels declared they would no longer abide by an internationally brokered ceasefire, saying that the government had continued the repression in defiance of United Nations peace observers.

Rebel fighters said nine of their comrades were killed, while the Observatory said two civilians and 22 soldiers were killed.

Activists also reported heavy fire by government forces on the city of Homs, a focal point of the uprising that endured a bloody siege for weeks earlier this year.

The latest developments emphasized the precarious state of a peace plan brokered by Nobel Peace laureate Kofi Annan, who has shuttled between Damascus and other capitals on behalf of the United Nations and Arab League.

Foreign governments are still clinging to the plan as the only option for finding a political solution and preventing a wider and bloodier conflict. But with the failure of the ceasefire and Assad's intransigence, it is all but in tatters.

In Jeddah, Saudi Arabia's Foreign Minister Prince Saud al-Faisal said Gulf Arab states had begun to lose hope that the peace plan would find a solution.

The comments are significant as Sunni-ruled Gulf countries have led international efforts to oust Assad, who is allied to their main rival Shi'ite Iran, and have hinted in the past they were willing to arm the rebels.

Nevertheless, Russia and China, Assad's principal defenders on the diplomatic front, said on Tuesday that Annan's efforts should not be abandoned.

Russian President Vladimir Putin and his Chinese counterpart Hu Jintao, meeting in Beijing, urged international support for the plan despite calls from Arab and Western states for a tougher response to the bloodshed.

The two countries, permanent members of the U.N. Security Council with the power to veto resolutions, have stymied efforts by Western powers to condemn or call for the removal of Assad.

Turkish Foreign Minister Ahmed Davutoglu criticized mixed messages from the international community and blamed wrangling in the Security Council for the deaths of Syrian civilians.

"There should be a more coherent, one voice by the international community," he said at a World Economic Forum conference in Istanbul on Tuesday.

"Because of the (UNSC) veto power and because of the internal dynamics of the U.N. Security Council permanent members ... the process was delayed and because of that delay...thousands of people are being killed."

The United Nations says Assad's forces have killed more than 10,000 people since the uprising against his family's four-decade rule of Syria broke out in March 2011.

Assad says he is fighting to save the country from foreign-backed "terrorists" and will carry out his own reform program. The government says more than 2,700 soldiers or security personnel have been killed by opposition forces.

Syria's Foreign Ministry said the move to declare the 17 Western diplomats personae non grata was a response to the coordinated expulsions of Syrian envoys by 10 countries last week over the massacre at Houla. The act was largely symbolic, as most of those envoys had been recalled earlier by their own embassies.

But Syria said it was still open to re-establishing ties on a basis of "principles of equality and mutual respect," a ministry statement said.

The diplomats, most of them ambassadors, included envoys from the United States, Canada, Britain, France and Turkey.

Turkey is a former Assad ally and now a strong opponent which has provided haven to army defectors, rebels and refugees.

A Turkish official said almost 2,700 Syrians had fled to Turkey during the first five days of June, mostly into Hatay, a southeastern province that juts into Syrian territory.

More than 78,000 Syrians have fled to Iraq, Jordan, Lebanon and Turkey, the U.N. refugee agency says. At least 500,000 Syrians are internally displaced in their country and many have lost their homes, according to the Syrian Red Crescent.

Syria agreed on Tuesday to allow the United Nations and international agencies to expand humanitarian operations in the country, where at least 1 million people need urgent assistance, a senior U.N. aid official said.

The U.N. is to open field offices in four violence-plagued provinces - Deraa, Deir al-Zor, Homs and Idlib -- and Syrian officials have pledged to accelerate visas for aid workers and customs clearance for relief goods, said John Ging, who chaired a Syrian Humanitarian Forum in Geneva.

"Freedom of movement, unimpeded access for humanitarian action within Syria, is what it's all about now. The good faith of the (Syrian) government will be tested on this issue today, tomorrow and every day.

At least 500,000 Syrians are internally displaced in their country and many have lost their homes, according to the Syrian Red Crescent. More than 78,000 Syrians have fled to Iraq, Jordan, Lebanon and Turkey, the U.N. refugee agency says.

Bug-bomb foggers are no match for bed bugs

Consumer products known as "bug bombs" or "foggers" have been sold for decades for use against many common household insects. However, recent research published in the Journal of Economic Entomology (JEE) shows these products to be ineffective against bed bugs.

In "Ineffectiveness of Over-the-Counter Total-Release Foggers Against the Bed Bug (Heteroptera: Cimicidae)," an article appearing in the June issue of JEE, authors Susan C. Jones and Joshua L. Bryant provide the first scientific evidence that these products should not be recommended for control of this increasingly worrisome urban pest.

"There has always been this perception and feedback from the pest-management industry that over-the-counter foggers are not effective against bed bugs and might make matters worse," said Susan Jones, an urban entomologist with the university's Ohio Agricultural Research and Development Center (OARDC) and a household and structural pest specialist with OSU Extension. "But up until now there has been no published data regarding the efficacy of foggers against bedbugs."

Jones and research associate Joshua Bryant evaluated three different fogger brands obtained from a nationwide retailer, and experiments were conducted on five different bedbug populations. Following application of the three foggers, Jones and Bryant found little, if any, adverse effects on the bed bugs.

Because a majority of bed bugs spend most of the time hiding in protected sites (under sheets and mattresses, in cracks and crevices, deep inside carpets, etc.), Jones said it is very unlikely that they will be exposed to the insecticide mist from foggers. And even if they do come into contact with the mist, she added, many bed bug populations have varying degrees of resistance to the insecticides, so they will most likely survive the application.

"These foggers don't penetrate in cracks and crevices where most bed bugs are hiding, so most of them will survive," Jones said. "If you use these products, you will not get the infestation under control, you will waste your money, and you will delay effective treatment of your infestation. Bed bugs are among the most difficult and expensive urban pests to control. It typically takes a professional to do it right. Also, the ineffective use of these products can lead to further resistance in insects."

Sure today's Microsoft E3 keynote was jam-packed full of high octane explosions, but the biggest excitement from the hardware-free event was arguably SmartGlass, a new technology from Redmond that promises to help to bring together users' diverse array of screens. When it was initially leaked ahead of the event, SmartGlass looked to largely be a somewhat straightforward AirPlay competitor. Judging by Microsoft's flashy demo video, however, the company is clearly looking to build it into its own beast all together. Thankfully, we got to play with it a bit -- albeit for a very short amount of time, given the fairly early state of the technology.

Let's start thing off by clarifying a big question surrounding the somewhat enigmatic demo that we saw at today's event: yes, SmartGlass gives developers the potential to turn smartphones and tablets into a controller for the Xbox 360. As suspected, it will likely be integrated into more casual games -- after all, we shudder at the thought of controlling, say, Halo 4 using just a touchscreen. As is the nature of the product, the company isn't letting the details flow too freely here, but in a demo we saw of the technology tonight, a Microsoft rep name-dropped a title called Home Run Stars -- a baseball game, as you've likely already gathered from the fairly straightforward name.

We didn't get to see the game in action, but the rep mentioned a gameplay scenario in which one player uses the Kinect to bat and the other pitches with the touchscreen -- again, not too dissimilar from the kind of dual-screen gaming we've seen with the Wii U thus far. And you can also invert that game play, if you so choose, pitching on the Kinect and batting with a tablet or smartphone.
